Vilma Misiukoniene is EU Digital Policy expert with inter–disciplinary technical & legal backgrounds, wide connection with international digital industry. She served six national, EU and international digital industry associations in different roles, designed and led nationally five major digital policy awareness & advocacy campaigns. Vilma has been drafted position papers, digital Strategies, contributed to national Digital Agenda, has developed laws and legal documents tech-Law related. Was contributing to national Cyber Security law developments and public awareness campaign related. She is a board member of Lithuanian Cybersecurity professionals association, as well.
Since 2002, she is assisting EU bodies as an expert on different tasks. Vilma contributed to EU Cyber Security policy as a member of Industry Advisory group (2005-2009) at ENISA, EU Agency for Cybersecurity. She was part of EU IPR Help-desk and co–authorship the handbook “IP Guide for SMEs“.
She was assigned the role as Digital Affairs Advisor for Lithuanian Presidency in EU (2013). She organised events and led number of projects in different capacity. Vilma continues advising Government, SMEs and was recently appointed by Lithuanian Authority to lead (nationally and some EU level role) large scale pilot project on EU Digital Identity Wallet.
Vilma is also recognized as co-author of EU flagship initiative HDM (Harmonizing Digital Markets of EU & Eastern Partnership). Since year 2018, she was consulting Ukrainian Government on Digital Strategy and other issues of EU integration (DESI preparedness Index for Ukraine, UA e-IDAS legal framework, etc.) process related.
