Nuria Asylbekovna Kutnaeva has been the dynamic force behind Kyrgyzstan’s digital evolution as the current Minister of Digital Development.

With a master’s degree from the University of Munich and honors from the OSCE Academy, Nuria is a certified cybersecurity expert with a passion for innovation.

Highlights of her career include pioneering the Tunduk electronic interoperability system, linking government, municipal agencies, and businesses for seamless information flow.

Nuria’s dedication to public service saw her lead the Department for Corruption Prevention at the Security Council Secretariat of the Kyrgyz Republic and later helm the  State Agency for the Protection of Personal Data of the Kyrgyz Republic.

Internationally recognized for her expertise, she holds cybersecurity certifications from GIAC and the SANS Institute.

Nuria’s contributions haven’t gone unnoticed, earning her prestigious awards like the Certificate of Honor from the Kyrgyz Republic and the Prosecutor General’s Office.

As an accomplished author, Nuria has penned over 20 scientific papers, shaping the discourse on digital security and governance.
