Maksim Ovtšinnikov is an expert in e-governance, interoperability, digitalisation of governmental services and digital identity. He is currently the Head of Data Exchange Technologies at Cybernetica, a company known for being the architect of the Estonian X-Road interoperability solution and the backbone of the world’s most advanced digital society. Cybernetica has more than 25 years of experience in building future-proof technologies that rely on research and development. During the last 7 years, Maksim has been in charge of designing and implementing UXP-based Trembita governmental interoperability solution for Ukraine, implementing data exchange and e-Services citizen portal in Benin, digitalization of governmental services for the government of Malaysia as well as e-governance domain projects in Tunisia, Namibia, Bahamas, etc.
