Klen Jäärats is the Executive Director of the Estonian Centre for International Development (ESTDEV), the governmental agency leading the management and financing of Estonia’s development cooperation. Prior to this position, Klen served as the Director of EU Affairs at the Government Office of Estonia, overseeing the design and delivery of Estonia’s EU policy. He has worked in the Permanent Representation of Estonia to the EU in Brussels, covering the Lisbon Treaty negotiations and matters relating to immigration, asylum, visas and border management. During Estonia’s EU accession negotiations, Klen worked at the Ministry of the Interior, drafting Estonian asylum and migration-related legislation and preparing the negotiation documentation for justice and home affairs. Klen holds a bachelor’s degree in law and a master’s degree in Digital Transformation in Business.
