Elsa Neeme is a senior expert within the cybersecurity policy and legal field, bringing with her a rich background from various prestigious institutions. Before joining eGA, Elsa spent five years at the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) in Tallinn as a Legal Advisor.

In addition to her work at CCDCOE, Elsa also served as the Board Member and First Chief Executive of Foundation CR14 from 2020 to 2021. In 2022, she was acknowledged with the Ministry of Defence’s Golden Badge for outstanding activities in Estonian national defense at the NATO CCDCOE and CR14.  

Elsa’s expertise extends further back to her time at the Estonian Information System Authority, where she played a vital role in developing Estonia’s national cybersecurity legal system. From 2016 to 2018, she focused on designing information security and risk management frameworks, supporting CERT-EE, and providing legal advice on supervision. Elsa is one of the co-authors of Estonia’s Cybersecurity Act which was adopted in 2018 to implement the EU NIS Directive.
