Dmytro Khutkyy is an Expert at the Governance & Engagement Competence Center at the e-Governance Academy. He also works as a Research Fellow in Digital Governance at the Johan Skytte Institute of Political Studies at the University of Tartu. He studies best practices of e-participation and e-governance, transforms them into articles and policy recommendations for successive dissemination and advocacy. Dmytro has a versatile background in global academia, international consultancy, and Ukrainian civil society. He pursued scientific research of democracy in Austria, Belgium, Estonia, Finland, Germany, Italy, Poland, Sweden, Switzerland, and the United States. Also, he consulted UNDP, OECD, CoE, OGP IRM, and other organizations on civic technology and innovative governance. In Ukraine, he evaluated and advised on Ukraine’s reforms in access to information, public accountability, and civic participation. Moreover, he participated in grassroots civic activism at Transparency International and is engaged in the RISE Ukraine–Coalition for Reconstruction. He performs research, training, and communication in digital democracy and open governance. In these areas, he conducted over 40 research projects resulting in over 125 publications and 350 citations, taught over 10 courses to over 3,000 students, and held over 150 presentations for over 450,000 listeners.
